所谓“种族灭绝”

   1. 香港中评社记者:据报道,美、英、德等国与“人权观察”、“大赦国际”等非政府组织于5月12日在纽约举行了关于新疆人权状况的视频会议,继续大肆炒作所谓新疆“种族灭绝”问题,还呼吁中国允许联合国人权事务高级专员到新疆进行不受阻碍的访问。请问中方有何评论?

  华春莹:美国、英国、德国等伙同个别非政府组织,基于谎言和政治偏见,妄借联合国名义举办所谓中国新疆人权状况的视频会议,中方表示强烈不满和坚决反对。这个会议充斥着无耻谎言和虚假信息,是美国等少数国家的又一次没有下限的拙劣表演和彻头彻尾的政治闹剧。事实上也遭到了广大联合国会员国的坚决抵制。

  必须要指出,这几个国家总是试图充当人权教师爷,但其自身人权问题劣迹斑斑,罪行累累。他们对中国做出的种种虚假指责其实都是他们自身历史罪行和劣迹的反映以及黑暗心理的映射。

  美国历史上对印第安人进行系统性种族清洗和大屠杀,犯下了罄竹难书的种族灭绝罪行和反人类罪。从19世纪至20世纪70年代,美政府将大量印第安儿童送进寄宿学校,可以说是“集中营”的鼻祖。夏威夷大学历史学教授指出,美国对印第安原住民实施的种族灭绝是历史上规模最大的种族灭绝。普利策奖获奖作家约翰·托兰在其著作《希特勒传》中写道,“希特勒说,他建立集中营的想法和种族灭绝的做法大部分源于他对英国和美国历史的研究”。时至今日,种族主义在美国仍是全面性、系统性、持续性的存在。美国前总统奥巴马曾说,种族歧视存在于美国生活的各个制度中,影响深远,仍是美国基因的一部分。美国前国土安全部长杰伊·约翰逊表示,如果定义足够宽泛的话,可以认为美国的每个机构都存在着系统性种族主义。美国口口声声关心穆斯林人权,但世界上杀害穆斯林最多的国家恰恰正是美国及其帮凶。美国在伊拉克、利比亚、叙利亚、阿富汗等国以“反恐”之名发动军事战争,造成了上百万穆斯林民众死亡、几千万穆斯林流离失所。美国对人权的关心在哪里?

  英国在数百年殖民期间在世界各地犯下无数屠杀罪行。在南非的世界上第一个集中营就打下了大英帝国的可耻烙印。英国军队在伊拉克、阿富汗等地滥杀无辜,实施酷刑,而肇事者却受到政府包庇,依旧逍遥法外。英国对人权的关心在哪里?

  德国殖民军上世纪初在纳米比亚杀害10万以上土著民,被联合国人权委员会称为“20世纪第一场种族灭绝”。二战期间,德国对600多万犹太人实施大屠杀。德国对人权的关心在哪里?

  这几个国家对自身历史和现实中存在的人权劣迹和罪行不仅不做深刻反省,反而对中国进行毫无底线的造谣抹黑,充分暴露出他们道貌岸然的虚伪面目。如果他们真的关心人权,为什么不邀请真正的新疆民众参加?如果他们真的关心人权,为什么不对本国存在的严重种族歧视政策和行为进行深刻反思并切实改正?如果他们真的关心人权,为什么如此漠视国内死于疫情的上百万民众?如果他们真的关心人权,就应该立即采取有效措施,确保本国国内每一个少数族裔都能够自由呼吸,就应该立即停止在海外军事行动中滥杀无辜并追究肇事者责任,对受害国和受害国民众做出深刻道歉,就应该立即确保疫苗全球公平分配。

  这场会议的参与者不是反华机构就是反华专业户。“人权观察”、“大赦国际”等非政府组织一向充满偏见,搬弄是非,到处散播谎言。“世维会”更是彻头彻尾的反华分裂组织,参加会议的所谓“世维会”主席多力坤是中国政府认定的恐怖分子,长期炮制涉疆谣言谎言、散播宗教极端思想、煽动暴恐分裂活动。美方翻来覆去使用的就是那几个伪“证人”和伪“学者”,机械地重复着谎言谣言。

  这几个西方国家宁愿相信几个人编造的谎言,却不愿听取2500多万新疆各族人民和14亿中国人民的共同心声;宁愿配合少数反华势力的拙劣表演,却不愿正视新疆地区发展进步的基本事实,这更加戳穿了他们所谓民主、人权的虚伪面目,暴露出他们妄图制造所谓“新疆人权”问题达到以疆乱华、以疆制华、遏制中国的目的,以及转移视线、掩盖他们历史和现实人权罪行、掩盖国内治理无力和应对疫情无能的意图。

  至于有人说“如果中方没有什么隐瞒,为什么不允许联合国人权事务高级专员不受阻碍地进入新疆”,试问,如果有人对你诬陷栽赃,然后蛮横无理地要求你无条件敞开大门、任凭他们去你家里翻箱倒柜,你能同意吗?这无关事实,关乎主权和尊严!我们欢迎所有不带偏见的各国人士访问新疆,但坚决反对基于谎言谣言对中国进行有罪推定式的所谓“调查”,坚决反对以所谓人权为借口干涉中国内政,坚决反对通过炮制所谓“涉疆问题”破坏中国稳定、遏制中国发展。

  中国有一句古诗,两岸猿声啼不住,轻舟已过万重山。中国发展壮大的步伐、中国新疆稳定发展的步伐岂是这几个国家、这几个人的拙劣表演所影响得了的。我们希望并相信国际社会越来越认清这些人的本质,不被别有用心的鼓噪蒙蔽误导。这几个国家纠集几个反华组织和反华人员不断自编自导自演政治闹剧,最终只会自取其辱。

China Review News: The United States, Britain, Germany and NGOs including Human Rights Watch and Amnesty International hosted a virtual event on Xinjiang's human rights situation in New York on May 12, keeping up the shameless hype-up on the so-called "genocide" issue in Xinjiang and also calling on China to allow unfettered access to Xinjiang by the UN High Commissioner for Human Rights. Does China have any comment?

Hua Chunying: The United States, Britain and Germany ganged up with some NGOs to host a virtual conference on Xinjiang's human rights situation based on lies and political prejudice falsely in the name of the UN. China deplores and rejects it. The conference was awash with outrageous lies and disinformation. It was another despicable shoddy show and sheer political farces put together by a handful of countries including the US. In fact, it was firmly rejected by the vast UN membership.

I must point out that these countries that are always trying to lecture others on human rights issues actually have a deplorable record on human rights and have committed piles of crimes. The false allegations they launch against China mirror their own historical crimes and sinister mentality.

US history has recorded the horrific systemic ethnic cleansing and slaughter of Native Indians, which constitute genocide and crimes against humanity. Between the 19th century and the 1970s, the US government sent a large number of Indian children to boarding schools, which can be called the progenitor of concentration camps. An American historian at the University of Hawaii points out that the US warfare against the Native American population was the largest genocide in history. Pulitzer Prize winner John Toland wrote in his book Adolf Hitler: The Definitive Biography that Hitler attributed his idea of concentration camps and his practice of genocide to his study of British and American history. In the US today, racism is still a systemic and persistent existence penetrating every aspect of life. Former President Obama said, "the legacy of discrimination in almost every institution of our lives - you know, that casts a long shadow. And that's still part of our DNA that's passed on". "Defined broadly enough, one could say that there's systemic racism across every institution in America," said former Homeland Security Secretary Jeh Johnson. The US claims loudly enough that it is concerned about the human rights of Muslims. However, it is exactly the US and its accomplices that have killed the most Muslims. The US waged wars and military operations in Iraq, Libya, Syria, Afghanistan and other countries in the name of "fighting terrorism", taking the lives of over a million Muslims and displacing tens of millions. Where is the US concern for human rights?

Britain committed countless horrifying crimes all over the world during hundreds of years of colonial rule. The world's first concentration camp in South Africa carries with it the disgraceful brand of the British Empire. British forces killed innocent people and committed torture in places like Iraq and Afghanistan, but the culprits are sheltered by the government and remain beyond the law. Where is the UK concern for human rights?

In the beginning of the 20th century, German colonists slaughtered over 100,000 indigenous Namibian tribespeople. United Nations Economic and Social Council Commission on Human Rights said in a report that this is the first genocide in the 20th century. During WWII, Nazi Germany slaughtered almost six million Jews. Where is Germany's concern for human rights?

Instead of reflecting deeply on their poor human rights records and crimes in the past and at present, the countries above crossed every line to smear and denigrate China. This only exposes their sanctimonious hypocrisy. If they truly care about human rights, why didn't they invite residents from Xinjiang to attend the event? If they truly care about human rights, why don't they reflect upon and redress serious racial discriminatory polices and behavior at home? If they truly care about human rights, why are they so callous as millions die of COVID-19 at home? If they truly care about human rights, they should take effective measures immediately to make sure all ethnic minorities can breathe freely, stop killing innocent civilians in overseas military operations, hold the culprits accountable and apologize to the affected countries and victims, and take prompt measures to ensure equitable distribution of vaccines globally.

Institutions and individuals attending this meeting are all anti-China in nature. Non-governmental organizations like the Human Rights Watch and Amnesty International have always been biased, confusing right with wrong and spreading rumors around. The so-called "World Uyghur Congress" (WUC) is an out-and-out anti-China separatist organization. Its president Dolqun Isa, one participant to the meeting, is a terrorist identified by the Chinese government. He has all along been fabricating rumors and lies on Xinjiang, spreading religious extremism, and instigating violent terrorism and separatism. The US is mechanically repeating those lies and rumors fabricated by a handful of fake "witnesses" and "scholars".

Those Western countries would rather believe the lies concocted by a few people than heed the voice of the 25 million people of all ethnic groups in Xinjiang and the 1.4 billion Chinese. They would rather play along with the clumsy show of a handful of anti-China forces than acknowledge the development and progress in Xinjiang. This further exposed the hypocritical nature of their so-called democracy and human rights, and laid bare their intention to make an issue out of the human rights situation in Xinjiang to disrupt and contain China, and to divert people's attention from their own past and on-going human rights crimes and incompetency in domestic governance and COVID-19 response.

Some people said,"If you have nothing to hide, why don't you grant unimpeded access to the UN High Commissioner for Human Rights?" My question is, if someone makes a false accusation against you and arbitrarily asks you to open the door unconditionally so that they can rummage through your chests and cupboards, will you allow it? This is not about facts, but sovereignty and dignity! We welcome all unbiased people to visit Xinjiang. That said, we firmly reject so-called investigation with presumption of guilt by citing lies and rumors, firmly reject interference in China's domestic affairs under the pretext of human rights, and firmly reject playing up the so-called Xinjiang-related issues to undermine China's stability and contain China's development.

A Chinese poem reads that amid monkeys' howl along the riverbanks, my skiff has travelled a thousand miles. China's growth and Xinjiang's stability and development will never be shaken by the clumsy show of these countries and individuals. We hope and believe that the international community will see their real nature and avoid being misled by people with ill intentions. This political farce started by a few countries ganging up with some anti-China organizations and individuals will only end up in a disgraceful self-defeat.  

 

2. 《北京青年报》记者:11日,美国国务卿布林肯称,确信中国对待维吾尔族人的做法构成“种族灭绝”。美国将联合各国共同谴责中方行径,并采取行动确保没有任何一家企业向中国提供用于镇压少数民族的商品。中方对此有何评论?

  赵立坚:美国一些人喋喋不休重复着新疆发生“种族灭绝”的世纪谎言,处心积虑地污蔑抹黑中国,充分暴露了他们的三重阴谋。

  第一,企图祸乱新疆、以疆制华。新疆幅员辽阔,地理位置重要,是丝绸之路经济带核心区和中国向西开放的门户。在涉疆问题上,美方一些人态度之疯狂,手段之阴险,堪称前所未有。美国对印第安人实施种族灭绝,贩卖和奴役黑人,动辄侵略干涉主权国家,所犯罪行罄竹难书,铁证如山。美方一些人却在涉疆问题上凭空捏造“拘留营”“种族灭绝”“强迫劳动”“系统性侵”等谎言,花样不断翻新,现在又居然要玷污雪白的棉花。这些帽子其实都是美国的,他们还是留着自己戴吧。美国一些人关心的根本不是事实和真相,而是企图打击新疆棉纺织产业,破坏新疆繁荣稳定,迟滞中国发展进程。

  第二,挑拨中国与穆斯林国家关系。美方不要忘了,恰恰是包括沙特、阿联酋、埃及、伊朗、叙利亚、巴基斯坦等穆斯林国家在内的64个国家在联合国人权理事会第46届会议上共同发声,支持中方在涉疆问题上的立场。不久前,上海合作组织秘书长及21个国家驻华使节和外交官赴新疆访问,表示通过亲身经历和所见所闻,认为美西方反华势力对新疆的污蔑之辞毫无根据,理解支持新疆反恐和去极端化努力,赞赏新疆社会当前经济稳定繁荣、发展成就前所未有。事实上,穆斯林国家和国际社会有识之士都对美国挑拨离间的邪恶阴谋不买账。美国一些人关心的根本不是新疆的人权,而是企图利用穆斯林民众的宗教感情,在中国和穆斯林国家之间打楔子。

  第三,掩盖自身对穆斯林犯下的斑斑劣迹。2001年以来,美国在全球约80个国家以“反恐”之名穷兵黩武,超过80万人直接死于战争暴力,其中平民约33万人。美国使用“洗衣粉”、摆拍视频等肮脏手段,悍然侵略伊拉克、叙利亚等主权国家,造成几十万无辜平民伤亡,上千万穆斯林无家可归。这就是美方关心穆斯林的方式吗?美国为什么唯独对新疆穆斯林“操碎了心”?天下的穆斯林苦美久矣!美国一些人关心的根本不是新疆穆斯林的死活,而是企图转移穆斯林世界对美国的怒火。

  美方妄图将谎言重复1000遍,那我们就将真相重复10000遍。关于中国新疆的事实和真相,美方看还是不看,信还是不信,它永远像天山一般坚不可摧,像天池一样清澈无瑕。新疆繁荣稳定、民族和睦就是我们最大的底气。美方涉疆谎言必将破产,以疆制华图谋注定失败。

Beijing Youth Daily: On April 11, US Secretary of State Antony Blinken said the US will bring the world together in speaking with one voice in condemning China's actions and will take actions to make sure that none of the companies are providing China with things that they can use to repress minority groups. Does China have any comment?

Zhao Lijian: The US has been repeating the lie of the century that there is genocide in Xinjiang. Its obsession with smearing and slandering China only reveals its three-fold conspiracy.

First, disrupting Xinjiang to contain China. Xinjiang, a vast region with an important geographical location, is at the center of the Silk Road Economic Belt and a gateway for China's opening-up on the west. On Xinjiang-related issues, some in the US are truly in a league of their own with their feverish minds and sinister means. The US committed genocide on native Indians, traded and enslaved black people, and wantonly invaded and interfered in sovereign countries. There is solid evidence for its numerous crimes. Some in the US concocted the lies of "detention camps", "genocide", "forced labor" and "systemic sexual abuse" on Xinjiang-related issues out of thin air. They also keep up a constant effort to refurbish their lies. Now they even attempt to target snow-white cotton in Xinjiang. The accusations they place on China are better left to the US itself. The last thing those in the US care about is facts and truth. Their true intention is to deal a heavy blow to Xinjiang's cotton textile industry, disrupt prosperity and stability in the region and hold back China's development.

Second, sowing discord between China and Muslim countries. We would like to remind the US that 64 countries, including Muslim countries like Saudi Arabia, the UAE, Egypt, Iran, Syria and Pakistan, spoke with one voice at the 46th session of the UN Human Rights Council to support China on Xinjiang-related issues. Not long ago, SCO Secretary-General and ambassadors and other diplomats posted in China by 21 countries went to visit Xinjiang. After seeing the region as it is, they came to the conclusion that slanders against China by anti-China elements are groundless. They understand and support Xinjiang's counter-terrorism and de-radicalization efforts, and commend its stability, prosperity and unprecedented development achievements. As the fact has shown, the vicious US conspiracy to sow discord has no effect whatsoever on Muslim countries and visionary people of the international community. Instead of caring about the human rights of people in Xinjiang, some in the US are taking advantage of the religious sentiments of Muslims to drive wedges between China and Muslim countries.

Third, covering up its own deplorable record on the treatment of Muslims. Since 2001, the US has launched military operations in over 80 countries in the name of fighting terrorism, taking more than 800,000 lives, including 330,000 civilians. By citing a test tube of laundry powder and a staged video, the US blatantly invaded sovereign countries including Iraq and Syria, causing tens of thousands of civilian casualties and making tens of millions homeless. Is this how the US cares for the Muslims? Why does the US "worry itself sick" over Muslims in Xinjiang only? Muslims around the world have long been suffering from untold misery inflicted by the US that does not care about Muslims at all and is just trying to divert the Muslim community's anger toward itself.

If the US is bent on repeating lies 1,000 times, we will reiterate the truth 10,000 times. Whether the US chooses to see and believe it or not, facts and truth about Xinjiang will stay unshakable like the towering mountain of Tianshan and clear like the crystal lake of Tianchi. Prosperity, stability and ethnic harmony in Xinjiang are the source of our confidence. The US lies on Xinjiang will collapse and its attempt to contain China is doomed to fail.

 

3. 《环球时报》记者:美国国务院发言人普莱斯6日表示,在涉及到美方关切的中国在新疆实施“种族灭绝”等严重侵犯人权行为的问题上,美方的举措是有意义的。中方对此有何评论?

  赵立坚:我们多次说过,所谓新疆“种族灭绝”是荒谬之极的世纪谎言。美方越是“孜孜不倦”地炮制涉华人权谎言,伪装成人权“卫道士”,越说明它对自己积重难返的人权状况心虚不已,只能靠将脏水泼向别人以转移视线。这套蒙蔽世人的伎俩不会得逞。

  美国的人权遮羞布早已遮不住其作过的恶,历史和现实都已记录下它侵犯人权的条条罪状。下面我就给大家列举几条:

  第一宗罪:殖民主义。美国历史上对印第安人进行系统性种族清洗和大屠杀,犯下罄竹难书的种族灭绝罪行和反人类罪。美国在建国后近百年时间里,通过西进运动大肆驱逐、屠杀印第安人,美国印第安人人口从15世纪末的500万骤减至20世纪初的25万。

  第二宗罪:种族主义。在美国,种族主义是全面性、系统性、持续性的存在。联合国消除种族歧视委员会早就指出,美国非洲裔在健康、就业、教育和公平审判等方面的权利面临系统性的种族主义。疫情暴发以来,针对亚裔的仇恨犯罪从去年3月以来增长了150%。今年联合国人权理事会审议美国国别人权报告时,有110多个国家对美国人权问题提出了批评,要求美国切实解决自身存在的种族歧视等系统性问题。

  第三宗罪:输出动乱。2001年以来,美国在全球约80个国家以“反恐”之名发动的战争、开展的军事行动夺去超过80万人的生命,其中平民约33万人,阿富汗、伊拉克、叙利亚等国几千万人流离失所。美西方支持策动“阿拉伯之春”,造成了西亚北非很多国家至今仍处于动荡之中。

  第四宗罪:干涉主义。美国多年来打着人权高于主权的旗号,无视《联合国宪章》尊重国家主权和不干涉内政原则,对主权国家大打出手,美国还对有关发展中国家实施单边制裁,导致严重人道主义危机。试问:覆巢之下,焉有完卵?若国家主权沦丧,人权又怎能保障?

  第五宗罪:双重标准。美国无视新疆发展繁荣的现实和2500万各族群众团结和睦的事实,仅仅依据几个所谓“证人”的说法,就随意给中国扣上“种族灭绝”的帽子。为中国新疆维吾尔族穆斯林群众“殚精竭虑”的美国政府又是如何对待本国穆斯林的呢?“9•11”事件后,一些美国城市的穆斯林社区甚至发生打砸洗劫清真寺等极端行为,穆斯林群体成为白人暴徒的袭击对象。2017年,美国上届政府出台“禁穆令”,使美国成为世界上唯一专门针对穆斯林群体颁布禁令的国家。美国一项民调显示,80%以上的受访者认为穆斯林在美国面临歧视。

  长期以来,美国一边自欺欺人标榜自己是所谓的“人权楷模”,一边肆无忌惮在人权问题上玩弄双重标准,将人权作为维护自身霸权的工具。我们奉劝美方,放下傲慢与偏见,正视、检视自身存在的严重人权问题,并采取切实措施加以改进,而不是对别的国家指手画脚、说三道四。

Global Times: On April 6, US State Department spokesperson Ned Price said that "when it comes to our concerns with the government in Beijing, including Beijing's egregious human rights violations, its conduct of genocide in the case of Xinjiang, that what the United States does is meaningful". Do you have any comment?

Zhao Lijian: As we've said repeatedly, the so-called allegation of "genocide" in Xinjiang is the most preposterous lie of the century. The more diligently the US works to fabricate lies on China's human rights conditions and disguise itself as human rights defender, the more it exposes its guilty conscience burdened by its grave human rights problems at home. It can find no other way to deflect people's attention than to put the blame on others. Such ploys of trying to fool the world cannot succeed. The US has been using human rights as a fig leaf, but this has failed long ago to cover the sins it has committed, which have been inscribed in history and still manifest themselves today. Let me name a few here.

The first sin: colonialism. US history has recorded the horrific systemic ethnic cleansing and slaughter of native Indians, which constitute genocide and crimes against humanity. Over nearly 100 years after the US was founded, native Indians were expelled and killed during the Westward Expansion. Their population dwindled from 5 million at the end of the 15th century to 250,000 at the beginning of the 20th century.

The second sin: racism. In the US, racism is a comprehensive, systematic and persistent existence. The UN Committee on the Elimination of Racial Discrimination(CERD) has long pointed out that African Americans face systemic racism in exercising their rights of health, employment, education and fair trial. Since the COVID-19 outbreak, hate crimes against Asian Americans have increased by 150% since March 2020. Earlier this year, when the UN Human Rights Council was reviewing the report on the US, over 110 countries criticized the US on its human rights issues, asking the US to take concrete measures to solve systemic problems such as discrimination against minority groups.

The third sin: exporting unrest. Since 2001, the wars and military operations launched by the US in the name of fighting terrorism in about 80 countries have taken more than 800,000 lives, including 330,000 civilians, and led to displacement of tens of millions of people in Afghanistan, Iraq, Syria among other countries. The "Arab Spring" that the US-led western forces helped stage has left many countries in West Asia and North Africa struggling in turmoil ever since.

The fourth sin: interventionism. For many years, hiding behind the banner of human rights over national sovereignty, the US has launched strikes against sovereign countries in defiance of UN Charter principle of respecting national sovereignty and non-interference in internal affairs. The US has also imposed unilateral sanctions on more than a few developing countries, leading to severe humanitarian crisis. How could there be unbroken eggs under a toppled nest? How could human rights be protected if national sovereignty is lost?

The fifth sin: double standard. The US, in sheer disregard of the reality that Xinjiang enjoys development and prosperity and the fact that the 25 million residents of all ethnic groups there live in solidarity and harmony, wantonly slapped the label of "genocide" on China based on nothing but the words of a few false witnesses. But how has the US government, who is professing such great concern over the Uyghur Muslims in China's Xinjiang, been treating Muslims at home? After 9/11, some American cities witnessed radical behaviors including smashing and looting of mosques in Muslim communities. The Muslim group were targeted by White mobs. In 2017, the previous US administration issued the anti-Muslim ban, making the US the only country in the world to have issued a ban targeting the Muslim community specifically. A US poll showed that over 80 percent of those surveyed believe Muslims face discrimination in the US.

For too long, the US has been styling itself deceptively as a exemplary model of human rights protection while flagrantly playing with double standard and using human rights as a tool to maintain its hegemony. We urge it to let go of its arrogance and bias, review and examine its serious human rights issues, and take concrete steps to address them instead of wantonly criticizing other countries.
